I will throw out what I believe to be the culprit in your seating process...at least a good chance. I have a feeling that the seating stem in your die is not a match to that profile of that bullet. I would check very closely and see if the tip of the bullet is bottoming in the seating stem...

I was having a hard time buying the compressed load bulging the brass story but over annealing would probably explain it! I use a Tru tool to correct run out on loaded rounds and I have a really good feeling for how soft and hard necks can be.

Probably the first thing to do is find out if your sized brass has run out to any degree before you put the powder in in the bullet on top... if your sizing die is the culprit and you got some run out there it isn't going to get better when you seat the bullet. And I would say 75% of the time...
