Not sure about WY, but Army Corp of Engineer land in Missouri was open to all hunting, all methods. The only stipulation was it was walk in only access. It was great hunting.

Heck back before I could afford a camera all the deer I shot in Ohio with a gun ( smooth bore 12 gauge with iron sights) were at least 200-250 yards away on the run. One shot kills as well. LOL..
