I`d call TC and talk to them about the strenght of their rifle. I do however believe they are probably going to tell you to stay with standard pressure loads and not load to lever action or especially Ruger #1 levels. TC in the past chambered the Contender for cartridges like the 22 hornet...
The comparator measures off the point on the ogive that is the diameter of the bore, the seater simply seats of a spot on the ogive and most seat no where near the point of full bore diameter.
You are right in suspecting the seater will not seat another bullet brand or style to the same lenght...
I gave up on my Pact and went back to my 10-10 for powder. The beam IMO moves quicker with small increases when trickling. I drop a slightly light charge in the pan (~0.2-0.3gr), trickle to wgt useing a small Lee dipper, and then dump it in a case. Takes about as long to type it out as do it.

I`ve had good results with Varget, W748, H4895, and Benchmark in my 223s. The 1/9 twist will work for just about everything up to a 69gr bullet. The only way to decide what your rifle likes best is to shot a few different loads and see.

The 708 is a easy cartridge to load for, it seems to shoot everything well. Here is a target composed of 2 groups each with a 140 Sierra SP and a 140 gr Nosler BT over IMR4007ssc. The 120 gr BT shoots as well if not better.
BTW, velocity with these loads was 2800+ fps and the same powder...

I haven`t the exact rifle but my Remington M700 DBL with 24" BBL does this @ 100 yds with ease. I think you`ll find your`s does similar.

I`ve always used data for similar shaped bullet of the same wgt.
You can use data for a Hornady 150 gr 308 cal Spire Point or Noslers 150 gr Partition 30 cal in your 30-06 for instance, with the Remington 150 gr SP Core-Loct.
The max loads may differ slightly so be sure to start low and watch...

If your neck sizer is a Lee collet type they stop sizeing ~0.10" from the should of the case by design. The collet does know what the neck lenght will be so it sizes a tad high to prevent it from bottoming out on the shoulder.
Some don`t like this, but I tend to think it offers a neck diameter...
Get a set of Redding competition shell holders. They come in 0.002" increments and will allow the shell hold to contact the ram and keep the die from contacting the shoulder more then is needed.

All brass normally shows shortening after fireing that is due to the case expanding out to the chamber walls. The When you resize the case it will "grow" from the diameter being reduced and usually end up longer then before you fired it. Think of it as a piece of putty you have in your hand...
Try sizeing with the expander removed and see if a bullet is still loose.
Measure the expander ball, it could be the wrong one for your die.
Is the seating die screwed all the way in the press and possibley crimping as you seat? Try screwing it in just until it hits a case in the shellholder...
