I've hit a handful of big woodchucks with 69gr custom comps from my 223. Impact speeds between 2200 and 2500 fps. Sometimes they act like a varmint bullet and leave massive wounds. Sometimes they pencil through like fmj. I wouldn't use them for anything bigger than a coyote.
Im sure if it looked that promising id keep testing heavier charges but if all else fails, I'd take that and run with it. Hodgdons website says thats got AT LEAST 3000fps. A 270 win with 130 grain bullets at that speed has put a lot of critters to sleep over the last 90 years. Way out there too.
As far as capabilities go, I don't see why a 25-06 with bonded, partitioned, or all copper bullets of 110 grains or more can't do anything the legendary 270 Winchester did before those type of bullets existed.

I've only done one ladder test, but my 7mmRM didnt like 150 partitions either. Tried 8 different charges of Re19 and only one group came in under 2". Very frustrating! The same powder with 160 accubonds gives me 1" groups or less with a hand full of charges above 280 REM power level.
My 114 can be finicky if the magazine isn't sitting right. If you don't get two audible clicks (front and back) it might seem like its in, but its not .
