My suggestion would be a 20 gauge semi-automatic. I personally like the Beretta semis as they use some of the gas pressure to cycle the action which will help with felt recoil.
Not a handload, but the 6.5CM Nosler Trophy Grade 129ABLR ammo worked really well in the GF's Savage Axis II rifle. She took a nice cow elk at 300 yards with it this fall.

As for recoil, mine isn't that bad, but it's not a light as the one the OP has. Mine has a laminate thumbhole stock on it.

That statement is basically how I do my load development. Start with a powder that has the higher listed velocities for that caliber/bullet combo, then work for accuracy.
