Best would be to get a piece of loaded brass and measure it with your micrometer. Subtract 0.001 - 0.003 depending on your preference.
I’d bet you will need one between 0.309 and 0.311.

First, if you are asking how to improve concentricity that tells me you have a concentricity gauge. Terrible things! Just kidding. But after every change you make I would recommend testing it out--did it improve things or make them worse?

I have used about 17 grains Red Dot, pistol primer (important), case filled with COW, grits, etc, then some toilet paper or wax to plug the case.
You can start a little lower, maybe 15ish grains and see whether it gives you enough oomph.

Almost all of my hunting rifles have a 6x Leupold on them.
Leupold has earned some negative feedback lately (poor tracking when dialing, loss of zero, etc), but the Leupold 6xs I use have given me good service. Note that I don’t dial at all with them, I prefer holdover reticles.
