Seated too deep in the case. Had the same problem with a ruger 22 Hornet. To fit the rotary magazine the bullets had to be seated as yours. Currently using Winchester and Sierra.Rick.

The bullet is seated too deep into the case.
Check the clip or magazine and adjust the overall length to just fit into.
You will also have to make sure that the length will also chamber without touching the lands.

what is overall length and what bullet exactly are you using?

The 40 gr bts I loaded for my Ruger were not even close to being seated that deep they were 1.810 and fit in the clip just fine.
