Anyone know what kind of 30-30 bullet this is?

No idea, but I’ll be curious to find out too. Looks like somebody did a stab crimp in the lower base instead of using either of the cantilevers. Either that or somebody put canna levers in the bullet with a machine and then also a stab cream to try and lock that lead in the place. Looks like a pretty interesting bullet. Kinda like an old style round nose ballistic tip that somebody did some custom stuff too. I did a quick Google search and I think it’s probably made by Norma.

Does look similar. These are not attracted to magnets.

Perhaps the punched parts are to hold the lower part of the lead in the jacket then? Sorta like the Hornady bullets with the interlock band near the base.
 
Imperial KKSP (Kling Kor Soft Point) it was made in Canada by Imperial which was also known as Dominion before that. They also made a plastic tip bullet called the Sabre Tip and this could be a combination of both of those. Wish they still were around.
