I am not sure about laws against hunter harassment in NYS, but I am fairly confident that there are laws against trapper harassment. I believe is illegal to mess with properly tagged traps. When I was a kid, my uncle told a story where he found that someone had pulled all of his traps in a trap line. There was fresh snow on the ground, and my uncle literally tracked the culprit right to her home. My uncle found his traps in a pile the woman's front door. She became very apologetic when he explained to her that she could be arrested.

NYS has laws to prevent harassment against anyone lawfully taking, or in the process of taking, wildlife. The term “wildlife” means wild game and all other animal life existing in a wild state, including fish, shellfish and crustacea.
