best bore cleaner ?

Sounds like rust in the bore.
 
I really like Dyna Bore Coat. Clean your rifle with JB really well, apply it, and very little worry about copper fouling. I only clean my rifles when I want to now, probably will this fall.

When I do clean them I like bore tech
 
I run a brush of Hoppes #9 through to get the powder residue, followed by with a patch wet with #9 to pick up the residue from the brush. Then a tight fitting patch with JB Non-embedding bore paste short stroked through the bore a good number of strokes. Chase that with a wet patch of Hoppes #9 and a drypatch.

Once that is done, if I see copper streaks in the rifling, I will put a patch into the chamber, up to the throat and stand the gun upright while dripping Sweet's 7.62 copper solvent in the muzzle coating the bore. Let it sit for awhile, then you can see how much copper was left by the blue color on the patch that was placed in the chamber. Repeat if copper shows, otherwise I run a wet patch of #9 through the bore to get the Sweets out, followed with a dry patch. Then an oiled patch if storing the gun, otherwise go shoot.

I know this is an effective method for the Barnes Copper bullets I have been shooting for 25 years, which probably necessitates a more thorough approach than gilding metal jacket fouling.
