I reloaded and shot some loads for my .22-250 today. After firing I noticed a slight bulge about a 1/4" up from the base of the case. What is this?

That is the web area of the case and it has expanded under pressure from the burning powder (gas) to seal the chamber.

As Ol' Joe said, normal case expansion.
Mic the diameter and post it so we can confirm.

It is where the case goes from being solid at the case head to a thin wall and it will expand to fit your chamber
In a very bad chamber the expansion will be pronounced but a little expansion is normal.

I took a measurement with my micrometer and it is only .001 over.
