Ok, I have recently bought a sako 75 finnlight 300 WSM. I was surprised to see that it is a long action. I bought a full length magazine so I can run 200 grain accubonds seated close to the lands.

The max load for IMR 7828 in the book is 68 grains with an overall length of 2.860". With my bullets 0.020 off the lands my overall length is 3.100.

That leaves me 0.24 of extra case capacity. How can I safely determine a maximum load before heading to the range.

You should always start low and work up.
If you are interested in is finding the max load and the highest velocity before going after accuracy try this.
Load up to the max in .5gr increments. Shoot over your chrony and examine your cases after every shot.
Look for flattening primers, ejector marks on the head, of course pay attention to bolt lift and watch your velocity.
Sometimes when you get near max your velocity will stop increasing as the powder charge increases.

Always start low and work up.

................Regardless of what your OAL is, go by the book anyway and work your loads up carefully.

I took some load samples off of the "reloadersnest" site to try in my own 300 WSM.....One particular loading used a 200 gr. Nosler AccuBond with 68 gr. Rel #19 with an OAL of 2.860" fired from a 24" barrel that I duplicated. It is still posted there.

The result was 2930 fps MV from his rifle. Each rifle has its own individual tolerence level for max. loads, I discovered that my Ruger M77 Frontier was able to handle another grain @ 69 grains, as 68 grains showed no pressure signs in my rifle.

But testing @ 69 gr. there were some slightly visible pressure signs with the primers. However there were no bolt lift or extraction problems and no case head shiny marks that day shooting in 90 degree weather.

At 69 gr. Rel 19, with the 200 A/B, I was able to chrony 2828 fps. from my little 16.5" tubed Frontier w/ 1.20" average groupings; outside hole to outside hole dimension.

Another powder that you may want to try later in your 300 WSM as I will do in mine when available, is the new REL 17. Supposedly, it is designed specifically for the WSM`s to give the best velocity along with the better accuracy vs all other 300 WSM powders that are listed in the Speer manual,,,according to Alliant.

I use reloader 19 for my 30-06 and have noticed every time I buy a new pound of powder, the velocity will change. I don't think reloader 19 is very consistant from lot to lot.
