E Tip question

Just got a box of 180 gr .308 E Tips in the mail from cabelas. They were on sale and when I ordered them I do not remember seeing anything about a band on the bullets. A few questions:
1. Do all E tips have a band on the bullet? (i do not think they do)
2. Is the purpose of the band to act like a cannelure or for expansion purposes?
3. Do I need to load my length to the band?

All of the new ones have the pressure relief groove on them.

Nope, it's just to give copper a place to flow to in order to relieve some pressure.

Nope, load them where they are most accurate and forget about the groove.
