Did you try using a magnum primer with the RL-22? I don't have a 30-06 but in other loads I've used it in, it seems to like the hotter primer. Just an idea if you haven't tried it....

I use Federal 215's with RL-22 in my 280 AI. When I switched from 210's to the 215's, the groups went small!
