Load Data in General

I've been out of reloading for approx. 10 years. Recently got back into it. I bought a Rem. 700 CDL- 25-06 and some new manuals. I was surprised to see that , as an example an old load of 58.0 grs. H-4831, 100 gr. bullet has now been reduced to around 54.0 grs. of powder. This seems to be across the board with almost all powders, loads, & manuals. What's the story? Is it Liability concerns, or has the powders' burning rates been changed over the years? I worked the 58.0 gr load of H-4831 up in 1/2 grain increments and although the primers are flattened out nicely, they're not excessive in my estimation. Bolt lift is easy, no primer leakage, etc. Group was 9/16" @ 100 yds. I'd like to hear your comments!
 
Liability.
Use the reloading guides as a reference and work up to a max load fro your rifle carefully.
Also, there are some newer powders that offer some great accuracy and velocity. You don't always have to load max loads.
