Hummm... Just realized in measurement of barrel length
where does one measure the length of the barrel?
From muzzle to barrel end inside breach, to the breach or what?

I just measured with a tape the length of my 30-06.
Muzzle to reciver is 22 1/2 inches, so one could conclude that
1 1/2 inch of barrel is inside the receiver making barrel lenght 24 inches.
Same with the REM 243 I have, model 788 has 20 1/2 measured from
muzzle to receiver with maybe 1 1/2 barrel inside the receiver.

Yep, I understand part of the barrel has threads inside reciver.
But the bullet actually travels is less that total barrel length by about
1 1/2 iches.
Wow, I didn't think that till today...

Close the breech and stick a coated cleaning rod in your barrel to the breech face. Mark the rod, remove and measure. That is your barrel length.

forgot about Case length 63.35 mm (2.494 in)

Barrels are measured from the start of the threads all the way to the muzzle...the chamber is part of that measurement.

The method mentioned above (close bolt, insert cleaning rod, mark, measure) works just fine.

Yes, that is way to do it just like GB300wm and Ridgerunner665 suggested.
