Neck Turning and Reaming

What advantages do these processes provide for accuracy and how would they help decrease bullet runout?
 
Not much if you're shooting a factory rifle. For a target rifle however, it's everything.

Consistancy is what you end up with for dimensional control, True Position and TIR. The neck material thickness is controlled and provides constant and consistant tension on the neck of the case. Bullet runout (TIR) can be controlled within .001 inches and case dimensional concentricity is controlled for repeatability by use of competition sizing dies.

This does not make much difference unless the rifle chamber and action have been blueprinted and dimensionally controlled to provide optimal dimensional fit between sized case and chamber reamer dimensional control.
 
I like to knock the high spots off case necks when it's new---sometimes. Just depends on how much time I have on my hands. I don't think of it as optional when I neck something down though, I always turn in that situation.
