I typically re-size new brass just to true up the case neck before loading up. Is there any benefit by full length re-sizing or is this just extra work not needed?

For virgin brass I true the neck w/o FL sizing since I will neck size after firing. The brass is going to expand to fit my chamber, so FL sizing won't benefit greatly. Consequently, I use a Sinclair expander mandrel for this truing operation so I don't have to risk seizing brass in my die when I am working a lot of new brass.
 
In addition, don't forget to check for length and ream out the primer flash hole from the inside. :grin:
 
Elkman brings up a good point, though you did not specifically address it in your original post. I do true my primer pockets and ream the flash hole. One advantage of using Norma brass is that the flash holes and primer pockets are drilled rather than punched. As result, the necessity of truing and reaming is not as critical. Alternatively, you could buy Nosler brass (manufactured by Norma) allowing bypassing these steps with a measure of confidence that you won't get a nasty surprise.
 
I use Winchester brass for the 30-06. Use Remington brass for the 300 RUM, have some Nosler also for the Ultra. Use Remington for the Whelen. Is there other brass available for the Whelen ?

I always inspect the flash holes before loading. What flash hole de-burring tool do you guys use, or method of de-burring.

Each of the flash hole deburring tools I have used work quite well. I wouldn't feel badly in steering you to look at whichever is most reasonably priced. I bought a flash hole deburring tool from Russ Haydon Shooting Supply many years ago, and it continues to work very well for me. Recently, I've looked at the Sinclair deburring tool. I really like the concept of calibre specific pilots, which makes for a somewhat quicker job. Price would be a deterrent in this instance as you need a different pilot for each calibre.

Brass is a matter of preference, by and large. I use premium brass (Nosler, Norma or Lapua) if it is available. Having said that, I have really had no major problems using Winchester, Remington, Federal or PMC brass in numerous instances. Each works; and if I am willing to take the time before the initial use to prep it properly, it will serve me well.

Don,

I always run new brass through the sizer die. A neck size/partial resize is all that is needed to square up the neck.
