partition over the years?

here is my question: in the last couple of decades have the Partition bullet jackets been redesigned. built tougher or thicker to withstand close range impact. in particular the 270 150gr Partition. i have read on another web site that it has, but before i stick my foot in my mouth i would like noslers answer.
