question od Hornady dies

I have a Hornady box of dies. I got them for my 257w. There is a 257W decap ans seater die. I am use to that. What I do not know is what a die with a decap pin but no expander ball marked Hornady and 25cal NS is for?? Is it good for any 25cal (257R, 25-06, 257W) which I have? If it is only for decapping why would it not work for other cartridges?
Thanks for any help. I have been reloading for many years but never seen one of these before.

If this is what your die is it should work for the 25 caliber options you posted.

Neck Sizing.
It still should have an expander in it.
