I had a Savage 99C in a 308 Win.Damn thing shot rather poor groups.One day at the range I took the forearm off and it shot nearly same hole groups.The forearm on those Savages,like the forearms on Ruger #1's can really give you fits.I can't tell you exactly how to fix it if it is the forearm affecting your accuracy because each problem may require something different,but you might try shooting it with the forearm off with a rest under the action,not the barrel and see if it shoots any different.
