Which e tip for 30 cal at lower velocity

I have two rifles both aprox. velocity of 180g at 2400 fps or
150g at 2600 fps.

Which etip would penetrate/ expand best for elk? Deer?

These velocities are for Accubonds, sounds like the eTips
would have a lower velocity?

I would go with the 150 grain Etip, but to be honest a Nosler Ballistic Tip should work just as well

Minimum Impact Velocity: 1800 fps
Maximum Impact Velocity: 3100 fps

Nosler Partition-
Minimum Impact Velocity: 1800 fps
Maximum Impact Velocity: Unlimited

Nosler E-Tip-
Minimum Impact Velocity: 1800fps
Maximum Impact Velocity: Unlimited

"Unlimited" means you basically can't push the bullet hard enough to get bad performance without breaking your gun first.
