Why are manuals 5&6 different with same Bullet and Powde

I just glanced at a manual 6 at a sporting goods store and saw for .243 with 80 Bal Tip there I believe was a change? In Manual 5 it states max of 40 grains varget then manual 6 I thought showed max at 38 grains?

I could be wrong ,is max still 40 grains?

If all else is listed as the same they likely had a new lot of powder, primers or the bullet was from a new lot. This is the reason the manuals recommend dropping back from max and working up when ever changeing components or opening a new lot of powder.
