I would contact the trigger manufacturer to confirm.48 is not a Rem 700 clone, it has a flat bottom action. 700 scope bases are compatible and I guess triggers w/of a bolt stop.
Your right the 21 is a Mack Bros clone. The 48 probably still uses a Remington trigger if the bases are compatible. If you have a fiberglass stocked Model 48, the trigger placement high in the guard is caused by the inletting into the stock. This is a QA/Design issue with the stock as Nosler should have done a better job of specifying magazine box depth so that the inletted barreled action sat at proper depth. Trigger replacement will not fix this.H have a Model 48 in 325WSM that I really want to love, but the trigger placement in the guard feels awkward. Too high and to the rear. Nosler used Timney on the high grade models. The lower production grades used Rifle Basix. Read my post#14.When I was investigating options for my Model 48 Long Range I was advised by Nosler that the trigger is made by Timney. So I wrote Timney several times over the span of a few months and never received a reply! If you do follow up with Timney I would be curious if you actually get a reply.
