For the same bullet weight and caliber how much variance is there in charge weights between different powders?

Just coming back to reloading after 30+ years so maybe I’m just being paranoid…but I need to make sure I’m understanding this so I don’t go BOOM!
I don’t recall seeing these big differences, of course I hadn’t used these powders before so maybe it’s all good.
.44 magnum 240 gr bullet, for H110 powder start-23 grs. / max load 24 grs. Where as the same bullet using Universal powder starts at 8 grs. with Max 10grs.

Velocity is slower on the Universal powder load but not relative to the near triple the grains of powder disparity that alarmed me when looking up data to start making some .44 magnum cartridges!
 
As already mentioned, it's powder burn rates.
I have used H110 in my 44 Rem Mags for years. 23.5 grs with the Nosler 240 gr JHP is very accurate and effective on WT deer.

Thanks all for the clarification. I figured it probably wasn’t anything to worry about but wanted to be sure since my face sits awfully close to the receiver of my .44 lever gun!
Also I learned a little since I hadn’t thought about comparing pressures data.
