I’m looking for some suggestions. I’m loading 115gr Nosler ballistic tips. I’ve loaded the full range of powder weights in IMR 4350, Varget, Staball Match, Staball 6.5, Staball HD, and N165. I’m resizing only the neck and I’m seating .003” under my full length. I can’t get less than 1-1/2” groups at 100yds.

I'm with Scotty. The BAR can be a little fussy.

I remember I struggled with trying to get my Gramp's .243 BAR to shoot accurately, wasn't my loads either. It's probably due to the inherent design of the rifle. I was pushing 1 -1.5 inch groups if I could remember. May want to check stock bedding and warpage as well. Try seating your bullets deeper than the mag length into increments of .010" and see if pattern changes. 115 Ballistic Tip is a great bullet.

I’m of the opinion that was typical for a Browning BAR, maybe a little better? I’ve never seen one shoot much less than an inch.

That said, I also haven’t seen one in over 25 + years either.

I never knew Browning made the BAR in the .25 Niedner!!

My B-I-L is absolutely nuts for anything Browning, but especially the BAR. I think he has three of them, all are 7mm Rem Mag!
