I was pondering this today as I was finishing up the last 7mm-08 loads.
Which of these would make a better whitetail cartridge within 125 yards?
I have the 7mm-08 worked up, but if you feel the 30-30 would be better, which load would you use?
The 30-30 is a marlin lever action.

Larry, before I started reloading, this is what I used for my -06:
Elk: Remington Core-lok 180 grain killed many. The blue box 180g rounds actually work well and killed a cow elk with it. Cheap and effective.

At the time we bought our last sets of dies, we could only get Hornady dies for our 7mm-08's. We experienced the same thing as you. We recently switched to RCBS and the groups got more consistent. So look like the hornady will be going down the road...
We tried a few rounds/loads in a my wife's Weatherby Vanguard youth model. I am pretty sure the barrel is about the same length as yours. The best groups came from this combo:
