58.0gr RL-25 and a 120gr Partition gets 3120fps in a 24" M77.
55.5gr IMR 7828ssc 115grn NBT or NPT gets almost 3200fps in the same gun. The Ballistic tip load is the most accurate, but the 120gr Partition load would be the better choice for shooting mice to moose.
3031 seems to be a bit fast for the .243 with 95grn bullets. Has this powder given you good results in the past? Just curious. That is one cartridge and bullet that I use IMR7828ssc and can't imagine being able to improve on it.

I perfer IMR 7828ssc. The standard 7828 fills the case up too much before reaching max. Magpro has also performed well for me with the 95-100 grainers. Another new powder you might look for is Winchester 780. It's what they use in their factory loadings of 95gr BST's.
