Needing some confirmation .
I have an early 2000s 338 rum . Remington 700bdl . In mint condition .
I tried sighting in with Barnes x vortex long range bullets . I’m all over the paper or not on it at all ! Scope is new as well . ( is it because this particular gun doesn’t like solid copper bullets ?

What scope are you using?
What rings and mounts?
What rest set up do you have?
I shot the Nosler 200 gr E-Tip in my original 700 LSS 338 RUM well under MOA. I've since rebarreled it and it continues to be my favorite long range rifle with amazing accuracy and power.

How many rounds since the last barrel cleaning? The little bit I worked with the LRX , they are a little picky. I would clean the barrel and move to the TTSX bullet instead.
 
Try checking everything over to ensure all screws are tight (action, rings, bases, etc.).
And then if you have some ammo with a cup and core bullet, try that. Some rifles just do not like mono metal bullets.
If still having issues, try a different scope to ensure that isn't the issue.
 
I run the rum as well, please provide some more info, brake or no. Both my rums wear nightforce steel extra heavy duty bases, along with heavy duty rings. Loctite and torqued down to specs. Shooting 225’s out of 1 that has a brake and 250’s un braked. Puts a pretty good wallop on ya.
 
Welcome aboard, been awhile since I’ve thought about scale. Worked my way through college cutting timber on the west side. Are you in the northwest?
Any way sure reads like something is loose on your rum, routine checks then try a TTSx or an AccuBond. Good luck. Reading through again hard to immagine a brand new scope giving up but it does happen. Do keep us posted on your QC efforts as you go through the rifle. Are you the original owner? Will the rifle shoot cup and core or bonded bullets well?

What scope did you mount and how is it mounted. What tool did you use to torque it all down and any loctite? If you have no break, this is a gun you must make sure everything is properly torqued. While some don’t like mono bullets, typically it’s not a spread like you are describing. It sounds more like loose optics, but I can’t say that for 100% certain.
