Antique Help - Image heavy

In an odd twist of events, a friend of the family passed along to me a rather odd little pistol. He purchased it in Belgium back in the 70's or 80's from an antique dealer as a "1860 French dueling pistol"

Some pictures are below, but this one is just odd. I don't think I've ever seen anything like it before. I sort of pride myself on knowing a bit about firearms and this sort of pulled the rug out from under me. The action isn't anything I've ever seen before. It looks to be a muzzle loader, but the center hammer just doesn't make sense...

Using a calipers, the barrel is .32. It's very lightweight. It's obviously been repaired at some point as the stock has a major crack that has been fixed. There are no markings that I could find. It doesn't have any engraving. Their is some hatching that was done on the trigger.

Anyone know where to start? Anyone ever seen anything like this before?

Thats pretty cool. You know that pistol has a lot of history.
