That is generally true but with RL 17 you can match or exceed the light mag velocities. I chronyd the 165 grain interbond light mags at 2950 fps and have been hand loading the 168 Nosler Ballistic Tips at 3012 fps using RL17. This is from a 22" barrel.
Just a side note according to Quickload the RL17 pressures are 65kpsi so this is a load that is only for firearms also loaded in 270 Winchester.

So with R17 at 5K higher pressure you can match or slightly excede the Lite Mag?
