I'm ask in curiosity I don't think is possible.
Is it possible 3000 ft lbs 708?

A 160 at 2950 just gets there. You would need to pick up 200fps over book max. I think you should just go buy a 280, can’t see you picking up that much velocity safely. Or get a 28 Nosler and get it done in style. What is fueling this quest?

It’s dangerous to push something harder than it’s safe or sensible to do. Enjoy the 7mm-08 for what it is, and if you think you need more oomph, buy something with a larger case. The 280 Remington, 280 AI and 7mm Rem Mag are excellent choices.

I was genuinely curious if it was possible. And if it was I would load it. But I don't think going over max is safe.

150gr going 3,001fps = 3k of energy
140 @ 3106fps = 3k
160 @ 2,906= 3k
175 @ 2,779= 3k
120 @ 3,356= 3k
big game, hunter, rl17 (rl16 might do it), n540/550, & imr4320 (unsure if h4350 works) are going to be the biggest for velocity gains depending on bullet weights.
2,800 is possible within reason, but 3k is really pushing it.

I agree with the others that it can't be done safely with a 7-08. Look at a 280 AI or 7mm Rem Mag to hit 3k

I am curious as to what you are hunting where you think you need 3000 ft lbs of energy from a 7mm-08 to make a quick, clean kill?
The old gun writers, guides and PHs wanted 2,000 ft lbs of energy for bison/elk, 1,500 ft lbs for moose and 1,000 for deer sized game.
With todays better bonded and monometal bullets, elk has been set back to 1,500 ft lbs with the moose.
PHs want more than 3,500 ft lbs for dangerous game, such as found in the min. 9.3x62 286 gr ammo where legal. Most are looking for 4,000-5,000 ft lbs as found in the big bores with heavier bullets for additional stopping power.

It’s absolutely possible, But only once 
.. Even using something like one of the Absolute Hammer bullets that generate impressive speeds, I think it cant be achieved. I’ve never found the 7-08 lacking much in the energy dept for the game I use it for. Deer, black bear and hogs have all succumbed quickly to it.
