Same powder. The SC is Short Cut for better metering.

case fill .this powder works well in a 300 wby , and it also works well in a 243 with heavy bullets . I like a full case so if I'm loading a large capacity case (300 wby ) I'd use the IMR7828 , so the bulky powder fills the case . if I'm loading a smaller capacity case (243 win ) I'd use IMR7828SC . this way I get a max powder charge without compressing the load .
 
Both are no doubt very popular so they can keep them both. I tried both of them in my 264 WM and the results were pretty much identical wih a slight accuracy edge to the short cut version.
