Looks Odd to Me?

I was doing some load development with my 30-06 AI and 180gr Partitions the other day. My groups were tightening up a bit and then this happened. Take a look at the hole just above the bulls eye. It is way off target and seems to be to small for a 30 cal bullet. Any ideas as to what may have happened?

At first glance, it does appear to be a smaller caliber. Was someone else also shooting and hit your target?

If you look closer, it does actually look to be the same caliber hole.
Take a 30 cal bullet and slide it through the hole. It should be the same as the other holes on the target.
Depending on what the target was affixed to may have caused to paper to close back up after the bullet passed through the target.
