Nosler case capacity

I was looking at the Nosler reloading manual and noticed the case capacity was different for each set of data in 308 Winchester.
How do they arrive at the case capacity? Do they take an average of the cases they load or just measure one and assume all of the there's are the same?
 
I'd think they measure capacity with a bullet seated to SAAMI specs and filled with water to the base of the bullet. Not totally sure how they arrive at their numbers though.
 
I always thought case capacity was the total capacity of the case without a bullet.

It is and it is not.

Quickload for example uses the total volume of H20 from a fired empty case. Some like Nosler use the "usable Case Capacity" which is what is left after the bullet is seated.
 
Interesting. As our boss from Texas used to say, I guess that splains everything.
