No.

Two inches at 200 yards from a decent rifle, using quality components is very doable.

Good loading dies help a lot. Good brass helps some. Quality bullets, seated straight, are the key as far as I'm concerned.

That and a good, solid, nut behind the trigger...

When I shoot every week and am practiced, I have (3) rifles that will shoot under an inch, 3 shot groups, at 300 yards from the bench. I weigh charges and bullets, check runout and am very careful but other than using quality components, I don't do anything special. For most of us and our hunting, this is plenty good enough?
