Scope Conundrum!

I have a Leupold VX3-HD that I was resetting to optical center the other day and noticed I didn't have the required "clicks" to match the specification of 75 MOA. If one MOA is 1.047 at 100 yds there should be 300 clicks of total elevation travel. 37.5 moa up and 37.5 moa down, which works out to 150 clicks each way. My problem is, I only have 252 total clicks from top to very bottom. If I split 252 that gives me 126 back to center which would be 31.5 inches of correction each direction. Those 48 missing clicks are costing me 12 inches of total elevation travel. My math be off. Feel free to correct if it is. I called Leupold today and they said I could send it back so they could check it out.

What could be causing this issue? I have checked the rings and they are not too tight. Standard Leupold STD rings and bases.
 
Do you have a 20 MOA sloped picatinny rail or rings that can achieve the same?
If so, you would add 20 MOA to your 31 MOA.

Having 50 MOA of internal adjustment lets you go a long way.
If, you have a good reticle, you can go even further.
