Reloader 19 powder is my choice for the 270 Winchester loaded with 140gr AccuBonds. As far as seating off the lands, I like to be .015 to .030 off of the lands. Like JD338 mentioned, you will have to measure your magazine box to make sure that you do not exceed that length.
We were able to get decent accuracy provided that we kept the velocities down on the 223wssm. That cartridge is capable of shooting 4000fps+ no problem, but 3500-3800 seems to work much better. The life of the rifle will be much better if you keep it to that velocity range.

The 6.5-284 Winchester has a shorter OAL than the Norma. The Norma allows a person to seat their bullets out very long. The Norma will not fit into a Winchester chamber.
As much as I hate to say it, the Nosler Partition will not work in your application because of your twist rate. The BT is too frangible. Thanks for joining the forum.
The load of H4831SC is still our recommended accuracy load. Our recommended loads can change as barrels, powder lots and other factors change. Of course our testing equipment has changed over the years as well.

We are still optimistic for an October release. We will have to wait and see though. I do not know how long the printing takes since I was not involved in the #5 reloading manual.
The 6.5/264 Ballistic Tips are not varmint bullets. The jackets are different as well between the 100gr and the 120gr. The impact velocity range on a BT is 1600fps min and 3000fps max.
