.222 Rem Question

I was re-reading the article on the .222 Remington in an older edition of Nosler's Reloading Guide. The author claimed that while the .222 Rem was capable of some very small groups that a reloader shouldn't be worried by large standard deviations in velocity as it was usual in this round. That is very puzzling to me considering some of the very small groups shot at long distances and not having much loading experience in small case capacity rifles.
 
I've never noticed much difference between .222 and .223 as far as velocity variation goes. I suspect .222 is a little more sensitive to charge weight errors due to the lesser case volume, though.
