What is the difference between these two weights?

Is one designed for a specific cartridge?

I'll venture that the 182 grain bullet is an overrun on an order for an ammunition manufacturer.
 
Those were all my guesses too.

I think its kinda strange that no one actually knows what is going on there.

I saw some that the lower weight bullets were banded? Wonder if that is enough differenece in metal?
