I think one of the keys is not allowing the forend wood to contact the receiver...
Whatever the case, a lot of Number One rifles shoot very well anymore. There were some poor quality barrels in the distant past - but anymore most of them I've messed with are pretty good. At least MOA. Now and again one crops up that isn't so great and needs a little fiddling to sort out.
Heck, my .375 H&H hasn't had any accuracy work done to it and has shot several 3/4" one hundred yard groups. The .25-06 with the heavy varmint barrel should do GREAT!
Yes, I'd use a grind-to-fit Pachmayer recoil pad. You won't really need the pad with a fairly heavy rifle and a modest cartridge like that, but it will finish off the rifle nicely. I'd fit it before finishing the stock.
