New Rifle - 223 Ackley Improved

Well. the rifle is at the gunsmith and he's putting on a new Hart 1 in 12" twist 26" heavy barret on a Remington VSL. Anyone have any load data for a 40 grain bullet that they would like to share? Also, what kind of safe velocity have you been able to achieve? Would like to be able to get around 3900 FPS but don't know if that is a good number.
