I would suspect, they are conservative for reasons of components like Mike says, amongest probably other reasons. I don't mind their conservative approach. Most everything starts low and works up anyhow. Then too, I chrono most everything also. But any manual is just a guide, as all are tested...

Been years since I had a 22-250, but shoot the 40's in others. Even with the design difference's of the two bullets mentioned, it's serves memory (dangerous), that the 40gr./14" twist, ought to be darn near a perfect match.
So many factors determine the need. If you have the time and want to do more often than needed, I can't say it'll hurt anything. Some I have to anneal more often than other's, but it's one of those chore's I do only as often as necessary.

Had to double check my lower Colt loads,,,16 grs of 2400 is in that range and fun to shoot. I running a bit more in my pistol, but that's just my preference for hunting.
