Nosler 5.56 Load Data?

Is Nosler 5.56 load data loaded to 5.56 pressures or is it actually just 223 pressures loaded with Heavy bullets?

I'm aware that it is not recommended to shoot 5.56 ammo in a 223, so is Nolser 5.56 data Un-Safe to use in a 223 chamber?

From other manuals that detail 5.56 loads, I would say that Nosler's is on the conservative side. Are you loading for a bolt action or semi auto? Bolt actions are tougher than any AR rifle, and even 5.56 pressure (62k) is not any higher than much larger cartridges that have a lot less metal surrounding them.
