Your way off by claiming the 257r will do near 4000 fps with a 75 gr! Hornady #9 shows a maximum of 3500fps!
Overall the 257r is too big for varmints and too small for deer. Best for nothing. That's why it's dead!

Consider a better designed action if your spending the time and money for one to be assembled from selected components.
The 700 is an entry level cheap design.
Consider a CRF M70, Commercial Mauser etc.
The mono bullets are the poorest killers of deer.
Bullets that fragment yet of course penetrate are more humane as the kill faster.
However if you must use solid bullets then it seems you have no choice.
The ideal rifle depends on what we like in a rifle and where we hunt.
