Something I'm noticing with the 264 win mag load data I look at is that case fill is on the low end most of the time. Why is that?

I picked up a lot of 131gr Hammer Hunters for cheap and want to work with H4831/H4831sc. 24” barrel. I’d like to get up to mid 3200s… should be a good mix between the 143 HH and 120gr TTSX. If you could also, I have 169gr Hammers and would like to use the same thing. All help is appreciated.
