K4 Focus

I just bought a rifle that has a Weaver K4 "Micro Trac" and so far I can't seem to get it in focus. If I focus so the reticle is sharp nothing at a distance is in focus. I've turned it in and out some eight turns to no avail. I can't seem to get both reticle and objects at 75-150 yards in focus. Is there a secret I don't know about?

It has what appears to be a lock ring but I can't budge it. I don't know it that would help as I can still turn the ocular. I'll give them a call.
