You might not like this, but I think this has all the hall marks of wrong bullet & propellant combination.
My view is the problem is nothing to do with scope or bedding.

1st prep your brass so it's absolutely identical. (Best done with a F/L resizing die and ensuring the sizing is done to the dimension of your fired case headspace measurement)
Set your resizing die to eliminate concentricity issues.

2nd Use a propellant like IMR4350 or H4350...with your 100gn bullet, I'd guess you'd be looking at around 52gns charge. (Work up to that as appropriate) Both great standard propellants for this bullet weight and in a .25-06.

3rd bullet seating depth..this really is the most fickle aspect. Start by seating the bullet no deeper than the calibre dia. into the case neck. Adjust/Tune in from that start point.

4th half seat the bullet and rotate the case 1/4 - 1/2 turn then complete the seating to eliminate concentricity issues.

5th is a question... do you clean thoroughly/copper strip your barrel after each outing?
If so, you might want to not do that, just a run through with a patch soaked in meths to clear fired residue. Only copper strip/thorough clean when accuracy is affected.
 
Well, 52 - 53 gr of 4350 and a 100 gr bullet is pretty much a standard combo for the .25-06, that has produced great results for an awful lot of riflemen over the years. Good call E.T.

I sure liked that combo when I was running a 100 gr bullet. Gave about 3340 fps vel, and easily sub MOA accuracy.

Thanks Guy, - it is of course pretty standard, but surprising how many people miss it. I know when I was testing propellants for my .25-06 RL22 wasn't so great. Even allowing that all barrels are different, RL22 just didn't deliver enough MV and we all understand that this cal/cartridge mostly works best at max MV.

For me IMR4350 worked best with a 100gn bullet at 53gns delivering around 3257fps MV (22" barrel) & a low ES number.
The brass prep is all about doing everything possible to maintain consistency while also having close regard to case neck/bullet run-out. Concentricity is a bigger problem with this case length than the shorter cartridge cases and should always be accounted for.

I could never get Reloader 22 to shoot in my 25-06, never tried 4350, the old barrel loved 54gr of IMR 4831, stiff load yes, but that old barrel like HOT !!, if this bloody weather will ever stabilize, (At least stay above 0 for more than a day) i'd like to get the new bartlein broke in..I have yet to send a round down range since I got the gun back from the gunsmith....

I'm in the process of giving the bore a scrub down. Recently I've tried to clean my rifles after every 100-120 rounds.

Here's where I'm at right now. I pulled the Weaver that was on the 25-06 and put it on 243...might throw the Bushnell that was on the 243 on the 25-06 and load up some other 100 gr bullets. I think all I have on hand are Hornady IL's and Sierra GK's, but I do have H-4831sc, IMR-4831, IMR-4350, & IMR-7828 ssc on hand, so I've got quite a few options to play around with.

My problem now is time. With only 2-4 range trips available til my Texas trip, I'm not sure I'll have time to find a decent load but I guess you don't know if you don't try.
 
Given that you have IMR4350 & 100gn Sierra GK's.....that would be a damn good place to restart.
I must admit the Sierra 100gn Prohunter 1620 works in my barrel better than the GK, nevertheless, the GK is a pretty fair bullet & with 52/53gn charge should come up with the goodies.
Mine fine tuned perfectly at .045" from the lands....if you have a comparator, my cartridge measures out at 2.870" using the Hornady tool.
You may well find a very different seating depth works better. Good luck. ET
