No you don't need a chl to own it.
It is considered a hand gun because it folds open to have a grip, trigger and barrel at angle to the grip.
if it didn't fold open it would be classified as any other weapon (AOW) and require a permit to own it.
Technically you could carry it on the outside of your shirt pocket in plain view with out a concealed handgun license. :wink:
But if it was inside your pocket it would be concealed.
