If someone loses an animal that they _KNOW_ they hit, how can they _KNOW_ they lost the animal cuz of poor penetration?

Where did you see that? What was the barrel length? Under "normally accepted" parameters, it would be difficult to get 3000FPS with 180 grain bullet in a standard 30-06.
I've heard of some impressive numbers using Norma MRP powder, but I've not heard an honest 3000 fps.
Maybe with a 30-32...
I used QUICKLOAD to get a theoretical number. It says that the difference with 30-06, between 24" and 28" , is 100 fps total. I used my elk load with 180 gr bullet in my calcs. Other /06 loads would probably have VERY slight variations on this 100 fps figure...

I have made several 1 shot kills on mule deer and antelope, using a 30-06 with Nosler Ballistic Tip 150 grain bullets. Impact velocity estimated to be in the window of 2750-2950fps. Shot placement was good in each instance.

I've hunted with a Rem 700 ADL 30-06 with 22 inch barrel for years.
My best all-round load has been Nosler 180 Partition with WW cases, and 58 grains IMR 4350. Chronographs at 2770 fps.
I'm eager to try the 180 Accubonds.

If the load you are using requires quite a bit of powder compression to get the bullet seated, this will sometimes lead to erratic bullet seating depth. If this might be the case, use a powder drop tube and/or vibrate the powder level downward in the case before trying to seat bullet...
To lessen "perceived" recoil and muzzle blast......make sure rifle has recoil pad. Have your young shooter wear a nicely padded jacket when shoioting/practicing. Both ear plugs _AND_ muffs will help immensly.

That's a fine rifle you have, and the .300 Weatherby is a great cartridge.
For elk, I would complement that fine combo by using Accubond or Partitions of either 180 or 200 grain weight.
